Illegal parking at Elmcreek

This car had been parked at a handicap spot without a handicap tag for multiple time, we tagged 3 times already. It was tolled twice already, don’t understand why they can’t move the car 3 spot down to a regular parking spot. Guess they have extra money to spend on tow fee.
